Who is running for the 10th Congressional District?

Military and government experience is rampant among these candidates.

(York) — Tuesday was the deadline for congressional candidates to hand in nomination petitions to get on the May 15 primary ballot.

Here is a look at who is running for the 10th Congressional District, which includes York city and much of northern York County.

The ballot could change. March 27 is the last day to file objections to nomination petitions and for candidates to withdraw from the race.

The list of candidates is based on what was listed on the Pennsylvania Department of State website as of 5 p.m. Tuesday. Bio information is from candidate websites.

Republican

U.S. Rep. Scott Perry: The incumbent Republican from Carroll Township was first elected to Congress in 2012.  

He enlisted in the Pennsylvania Army National Guard in 1980 and served in Iraq. He started his own mechanical contracting firm in 1993. He was elected to the state House in 2006.

While in Congress, he was promoted to brigadier general.

Perry has represented the 4th Congressional District. But the map was changed by the Pennsylvania Supreme Court as part of a legal challenge to Pennsylvania’s congressional districts. After the 2018 General Election, Perry would reside in the 10th District, which is considered more competitive for Democrats.

No Republican challengers had filed as of 5 p.m. Tuesday.

Democrats

Shavonnia Corbin-Johnson: She spent part of her childhood raised by a foster family until moving in with her paternal grandparents.

She worked for U.S. Sen. Bob Casey Jr. and then worked in President Obama’s administration as adviser and assistant to the director of the Office of Management and Budget. She also worked as the communications and global connectivity manager for the Laboratory for Global Performance and Politics at Georgetown University. She lives in York County.

Eric Ding: His family emigrated from China to the United States, and he grew up in Cumberland County, where he lives now. His mother is a teacher and his father is a former factory worker.

When he was in high school, doctors discovered a baseball-sized tumor in his chest, but he said he was able to survive thanks to high quality health care. Ding is a public health scientist, and he was an advocate for saving the Pennsylvania Governor’s School of Excellence program for high school students.

Christina Hartman: She grew up in Lancaster County. Her mother is a first-grade teacher and her father worked as a store manager. She now lives in Dauphin County.

Hartman has worked internationally with organizations seeking to strengthen democracies in South Sudan and Afghanistan through civic education, elections and youth leadership development.

In the United States, she has worked with nonprofits on strategic planning, fundraising and communications.

Alan Howe:  He grew up in New York as a hunter, fly fisher and Boy Scout. He enlisted in the Air Force after graduating from high school in 1980. He served 24 years with overseas assignments in Asia, Europe and the Middle East. He retired in 2005, authored a stabilization plan for Iraq in 2006, and lobbied Senate offices.

He also worked to reverse immigration-related practices by the federal government that he said discriminated against military families. He lives in Cumberland County.

George Scott: After his father retired from the military, his family operated a beef cattle farm near Littlestown, Adams County. He served 20 years in the U.S. Army and is a retired lieutenant colonel.

His service included tours of duty in Operations Desert Shield, Desert Storm, and Enduring Freedom, according to his campaign. After retiring, he worked as staff operations officer in the Middle East division of the Central Intelligence Agency. He later switched focuses and became an ordained Lutheran minister.

That 10th Congressional District includes the following municipalities in York County:

• The city of York;
• The townships of Carroll, Conewago, Dover, East Manchester, Fairview, Franklin, Manchester, Monaghan, Newberry, Spring Garden, Springettsbury, Warrington, Washington, West Manchester and York (PART, Wards 01, 03, 04 and 05 [PART, Divisions 01, 02 and 03 (all blocks except 3020, 4030, 4033, 4037, 4048, 4049, 4050, 4051, 4052, 4053, 4054 and 4055 of tract 022910)]);
• The boroughs of Dillsburg, Dover, Franklintown, Goldsboro, Lewisberry, Manchester, Mount Wolf, North York, Wellsville, West York, Yoe and York Haven.

It also includes all of Dauphin County and parts of Cumberland County.
