Who is running for Pennsylvania’s 10th Congressional District?

(Undated) — So far, five Democrats have emerged as potential challengers to U.S. Rep. Scott Perry, a Republican who has represented York County since 2013.

The Democrats are:

• Shavonnia Corbin-Johnson, who worked in the Office of Management and Budget in former President Barack Obama’s administration;
• Eric Ding, who Roll Call described as someone who grew up in Cumberland County and earned doctorates from Johns Hopkins University and Harvard in epidemiology and nutrition.
• Christina Hartman, who was planning to challenge U.S. Rep. Lloyd Smucker, a Lancaster County Republican, but changed her mind after the map was redrawn. LNP described Hartman as a consultant to nonprofits, who worked in Afghanistan and South Sudan, to raise money and run programs that advocate for human rights and democratic institutions.
• Alan Howe, a U.S. Air Force veteran;
• George Scott, a pastor and retired U.S. Army officer.

Gene Stilp, an activist, has withdrawn from the race, according to the Democratic Party of York County.

Perry’s congressional district is more competitive than it was in previous years because of a redistricting plan approved by the Pennsylvania Supreme Court.

For years, Perry has represented the 4th Congressional District, which included all of York and Adams counties, plus parts of Dauphin and Cumberland counties.

But under a new redistricting plan, Perry now lives in the 10th Congressional District. It includes much of northern York County, part of Cumberland County and all of Dauphin County.

The district was previously considered “Solid R” by The Cook Political Report. But now it is labeled as “Likely R.”

Republicans have challenged the new map in federal court. March 20 is the last day to circulate and file nomination petitions for candidates who want to get on the Republican or Democratic ballots for the May 15 primary.

That 10th Congressional District includes the following municipalities in York County:

• The city of York;
• The townships of Carroll, Conewago, Dover, East Manchester, Fairview, Franklin, Manchester, Monaghan, Newberry, Spring Garden, Springettsbury, Warrington, Washington, West Manchester and York (PART, Wards 01, 03, 04 and 05 [PART, Divisions 01, 02 and 03 (all blocks except 3020, 4030, 4033, 4037, 4048, 4049, 4050, 4051, 4052, 4053, 4054 and 4055 of tract 022910)]);
• The boroughs of Dillsburg, Dover, Franklintown, Goldsboro, Lewisberry, Manchester, Mount Wolf, North York, Wellsville, West York, Yoe and York Haven.

Other York County municipalities are in the 11th Congressional District, which also includes all of Lancaster County.
