Search underway for missing Philhaven patient

Charges have been filed against armed man with whom she left

(Cornwall) — Cornwall Borough police are still searching for a 21-year-old patient at Philhaven hospital who left with an armed man Tuesday evening.

Alicia Buzzard left the West Cornwall Township mental health facility at 6:30 p.m. in the company of 18-year-old Elliot Ravert of Narvon, Lancaster County, police said.

A warrant has been issued against Ravert charging him with robbery, aggravated assault, and terroristic threats, said Cornwall police Chief Bruce Harris.

The incident began when Ravert entered the building and asked to see Buzzard, Harris said. A receptionist directed him upstairs to the adult unit where she had been staying for about the past 10 days, but he was told he could not see her.

“At that point, he pulled out a handgun, demanded access to the locked unit where she was a patient and told the two nursing staff that were present if they did not let him in he would shoot them,” Harris said.

The staff complied, allowing Ravert into the unit where he located Buzzard. The pair left in Ravert’s pickup truck after he  grabbed one of the nurse’s two-way radios.

Buzzard and Elliot had a prior relationship, but it is not clear if she went willingly or was abducted by him, Harris said. Both families are cooperating with investigators, he said.

Buzzard is described as 5 feet 4 inches tall, weighing 140 pounds, with brown shoulder-length hair.

Ravert is described as 5 feet 11 inches tall, weighing 150 pounds with short brown hair.

Ravert is driving a green 2004 Chevrolet Avalanche truck with Pennsylvania registration ZGY-3594 and should be considered armed and dangerous.

A bulletin was put out by state police and has been shared nationwide, Harris said.

Anyone with information regarding the location of Buzzard or Ravert should not attempt to confront them but should contact police immediately by calling 911 or the borough station at 717-274-2071.
