Gov. Josh Shapiro joined advocates and community leaders at the YWCA Carlisle and Cumberland County to tout nearly doubling funding for Pennsylvania’s 47 rape crisis centers in the 2026-27 budget. Funding will jump from $12.1 million to $24.1 million.
Delaware County District Attorney Jack Stollsteimer said the other passengers on the train were not present for the entire 40-minute interaction on Oct. 13 and may not have understood what they were seeing.
Police do not believe a single witness on the train dialed 911. They are investigating whether some bystanders filmed the assault.

A bill that would change the process made it through a House committee unanimously, and now goes to the full chamber for a vote.
