Greencastle pair charged with murder in drug-related death of 3-year-old girl

CHAMBERSBURG – Two people have been charged with murder in the death of a 3-year-old girl in Greencastle in January.
Brittany Higgins and Brian Bennett, both 29, are each charged with third-degree murder in the death of Higgins’ daughter, Logan Starliper. They are also charged with drug delivery resulting in death, involuntary manslaughter, two counts of child endangerment and one misdemeanor count of use/possession of drug paraphernalia.
A third person, Rodney Mower, 43, of Fayetteville, is charged with drug delivery resulting in death.
At a press conference today, Trooper Brent Miller of Pennsylvania State Police said Starliper was found dead at about 9 p.m. Jan. 6 at 43 W. Baltimore St., Unit B, Greencastle. Police were dispatched to the home about a half hour later.
An investigation determined she died from drugs in her system, including methamphetamine and buprenorphine.
Starliper had last been seen alive at about 10:30 p.m. Jan. 5, police said.
At the time of her death, Starliper was under the direct care of Higgins and her boyfriend, Bennett, Miller said.
Police determined Higgins and Bennett had both been partaking in methamphetamine on Jan. 5. The investigation determined they had bought the methamphetamine from Mower.
Higgins and Bennett both had Suboxone and Subutex (buprenorphine) in their possessions.
Franklin County District Attorney Matt Fogal said: “The death of this sweet, innocent little girl is the most heartbreaking example of the danger the overdose epidemic has brought to our community and region. We will avenge her, and will not rest or tire in working to prevent this from happening to others.”
