York mayor’s son placed on leave from York city job after alleged assault

(York) — The son of York Mayor Kim Bracey, who allegedly attacked her at her campaign office, is on leave from his city job, city business administrator Michael Doweary said Wednesday.

Brandon Terrel Anderson, 30, of York, is facing a misdemeanor simple assault charge in connection with the Sept. 30 incident and is scheduled to appear Friday morning for a preliminary hearing before District Judge Joel Toluba.

Anderson works as a shift supervisor at the city’s Wastewater Treatment Plant and has been there for 10 years, plant general manager Frankie Campagne said Monday. 

In a statement later that day, the city confirmed that Anderson is a city employee but said that: “Based on longstanding City policy, no person employed by the City is permitted to comment on personnel issues.”

The city has, however, commented on personnel issues in the past.

In 2015, for example, the York Daily Record reported that a city police officer was placed on administrative leave for allegedly posting racist comments on Facebook. Bracey told the Daily Record in January 2015 that she took immediate action and placed the officer on leave as an internal investigation moved forward.

Doweary, acknowledging the city’s public statement in that case, then said that Anderson was on leave. But he declined to discuss specifics of Anderson’s case, including whether he was on paid leave. 

“It’s still a personnel issue,” Doweary said.

Bracey could not be reached for comment on this story. She said earlier this week that she was physically OK and, in a statement from last Friday, she said that Anderson was battling an opioid addiction.

Court documents indicate that hours after the alleged assault, at a preliminary arraignment, District Judge Jennifer J.P. Clancy sent Anderson from Central Booking to York Hospital to be evaluated for possible inpatient treatment.

A sheriff’s deputy would stay with Anderson at the hospital “until a decision is made as to whether the defendant will receive inpatient treatment,” according to court records from Toluba’s office. “If the defendant will not receive inpatient treatment, the (sheriff’s) deputy shall transport the defendant to the York County Prison.” 

The court records do not indicate the result of the evaluation. A York County official said he reported to and was released from York County Prison on Oct. 6, a week after the alleged assault. Records show bail of $7,500 was posted. He has not been available for comment.

Clancy said Wednesday that she was unaware of the result of Anderson’s evaluation.

Toluba said all he knew was that Anderson was released from prison on Oct. 6, and declined to comment further.

Anderson was also ordered to stay away from Bracey as part of “domestic violence conditions,” and to refrain from contacting her or going into her home or place of residence.
