Charter school audit reveals double-billing, possible ethics violations

(York) — A charter school in York had such poorly maintained, incomplete or missing documents that the state Auditor General says it was nearly impossible to draw conclusions about its management.

Eugene DePasquale says his office found a systemic breakdown in accountability, effectiveness and transparency at Helen Thackston Charter School.

DePasquale says there’s questions about possible ethics violations, teacher certifications, and double-billing York County school districts.

Thackston students come from eight districts in the county.

DePasquale says school officials were cooperative with the audit.

They have not commented on the findings.
