District Justice Jeff Joy under investigation, state AG’s office says

(York) — The Pennsylvania Attorney General’s Office said Monday that it is investigating York County District Justice Jeffrey Joy.

“I can confirm this matter has been referred to the Office of Attorney General,” assistant press secretary Jeffrey A. Johnson wrote in an email. “We have no further comment at this time because it is an ongoing investigation.”

Joy has not been charged with any criminal conduct.

On April 15, York County President Judge Stephen P. Linebaugh ordered the York County Court Administrator to reassign all of the criminal cases currently before Joy to other district judges.

Linebaugh’s administrative order further stated that “No criminal matter shall be heard by Magisterial District Judge Jeffrey S. Joy until further order of court.”

Linebaugh responded to further inquiry by releasing a statement that said Joy would remain on the bench of District Court 19-3-04, which serves the boroughs of Glen Rock, Jacobus, Loganville, New Freedom, Railroad and Shrewsbury, and the townships of Shrewsbury and Springfield, but would handle only non-criminal matters.

Linebaugh’s statement ended with, “The Court has no further comment at this time.”

Local defense attorney Chris Ferro confirmed on Monday that he has been retained by Joy as counsel.

He also said he had no comment.

Joy and Linebaugh did not respond to requests for comment following the attorney general’s confirmation of an investigation.
