PA Apology Bank more popular with inmates than victims
(Harrisburg) — The state is working to encourage more crime victims to register for its Inmate Apology Bank.
Pennsylvania Victim Advocate Carol Lavery says the program — which has been operating since last April — seems to be more popular with inmates than victims.
“We have approximately 100 victims signed up to receive an apology letter if that inmate ever sends one forward,” she explains, “and we have nearly 600 apology letters from inmates in the bank.”
Lavery says the program is the only way for an apology to be made. She notes inmates are barred from sending such letters directly to victims, and adds the apology bank can benefit both the victim and the offender.
All letters are carefully screened before they are delivered. As of August, 26 registered victims have received apology letters.
