The Republican challenger trying to flip the U.S. Senate seat in swing-state Pennsylvania said he’ll press for U.S. military action in Mexico to target fentanyl trafficking networks, a controversial and complicated idea that seemed to originate with former President Donald Trump.

“To be able to have access to [testing strips] and not be afraid of being charged with drug paraphernalia for having them is a great step forward.”

The bill that legalized fentanyl testing strips for personal use, a measure meant to help curb fatal overdoses, updates a law that had classified the strips as drug paraphernalia.

Preliminary state data shows that 3,018 people in Pennsylvania have died from a drug overdose so far this year.

Drug policy experts contacted by NPR agree there’s no new fentanyl threat this Halloween.
