GOP Rep. Matthew Dowling was charged June 30 by state police in Uniontown with misdemeanor driving under the influence, along with traffic offenses.
The bill was inspired by the death of Deana Eckman, a 45-year-old Delaware County woman killed in 2019 by a five-time drunk driver. He had been freed from state prison a few months earlier.
Jack Satterfield pleaded guilty to multiple charges, including three counts of homicide by vehicle while DUI, in the October 2018 crash on Interstate 83 in Lower Paxton Township.
The bill passed Tuesday, 43-6, and goes to the House of Representatives.
