Fatal DUIs down in PA but not everywhere/Separate private and public HS sports?

What to look for on Smart Talk Friday, April 5, 2019:

There has been a 17% decrease in the number of fatal crashes that involved a driver under the influence of alcohol or drugs in Pennsylvania since 2017. However, new research shows several counties have seen a big jump in deadly DUIs. That's according to -- a consumer research website.

Based on percentages per one-hundred thousand residents, fatal DUIs have increased in Dauphin and Perry Counties in the midstate. Rural Susquehanna County in northeastern Pennsylvania actually has the highest fatal DUI crash rate in the state.

What do these DUI numbers mean?

Democratic State Representative Scott Conklin of Centre County says it's time Pennsylvania's high school athletes are competing on a level playing field. Conklin has introduced legislation that would give the Pennsylvania Interscholastic Athletic Association the authority to create separate playoff systems for public and private, parochial and charter schools.

Rep. Conklin believes "boundary" schools are at a competitive disadvantage because their athletes come from within their geographic areas compared to non-boundary schools that have more flexibility in composing their rosters.
