Pa. Mom Freed from Years of Probation After $500 Restitution Paid by REFORM Alliance

A Philadelphia mother has finally gained her freedom from probation after nearly four years, thanks to the efforts of REFORM Alliance and its local partners.

Justina Rockeymore, a single mom, had completed jail time, rehabilitation programs, and community service. Yet she remained trapped on probation because of a remaining $500 restitution balance she couldn’t afford to pay. The probation system required frequent check-ins, often forcing her to travel over an hour each way from Philadelphia to Delaware County, sometimes bringing her four-month-old son.

“It was like being on a roller coaster that I just couldn’t get off of,” Rockeymore said. “I did almost three drug and alcohol programs… There’s no way a person can work a full-time job and still have time to get these community service hours in, especially with me being a single mom.”

Erin Haney, Chief Policy Officer at REFORM Alliance, explained that Pennsylvania’s probation system has historically set people up to fail. “More than 50% of prison admissions in Pennsylvania were for supervision violations, not for new substantive offenses,” Haney said. “Act 44 changed probation terms, made it easier for people to get off supervision if they were doing everything they needed to, and reduced the amount of incarceration for simple technical violations.”

Reacting to the support she received, Rockeymore said, “I’m still in awe… The thought of having to redo a whole nother six months of probation just was… sad to say, I kinda got numb to it. But I feel great. I’m so appreciative. It saved me so much trouble, and I’m just grateful.”

REFORM Alliance worked with local partners, including Above All Odds, to ensure Rockeymore’s restitution balance was covered, allowing her to finally complete her probation and move forward with her life.
