Food employee observed eating food in the cooking area. Observed sleeve of raw beef stored on rack in walk-in cooler dripping on to block of ham stored below it, resulting in cross-contamination. Ham was disposed of at the time of this inspection. Ice machine in back prep area with accumulation of pink slime residue on interior surfaces and needs cleaning. Large number of rodent droppings on shelving storing plastic and stainless steel food containers; corrected on site. Soap was not available at the hand-wash sink in the back prep area. No paper towels available at the hand-wash sink in back prep area. Potential rodent harborage areas inside the food facility observed in the kitchen area due to large number of rodent droppings on floors and shelves.

Person in charge did not demonstrate adequate knowledge of food safety in this food facility as evidenced by this noncompliant inspection. Person in charge did not demonstrate adequate knowledge of the PA Food Code as evidenced by incorrect responses to food safety questions. Observed raw shell eggs stored directly on a ready-to-eat bag of cheese over a tray of ready-to-eat vegetables (broccoli, Brussels sprouts, peppers, cauliflower, carrots). Numerous food ingredient storage containers, bottles and shakers in the kitchen cooling units and on the prep/cook counters not labeled with the common name of the food. Observed all foods were held at 51.4 F in two-door bain-marie in the kitchen area, rather than 41 F or below as required. Observed heavy cream held in the bar cooler was reading 51.8 F rather than 41 F or below as required. Observed numerous food items (commercially processed and food prepared in the food facility) in all cooling units being held for more than 24 hours and not dated-marked. Sponges observed in the three-bay sink area and the bar area being used to clean food-contact surfaces. Temperature-measuring device for ensuring proper temperature of equipment is not available or readily accessible in the beer cooler behind the bar, which is housing milk products. Observed the two-door bain-marie with puddling water on the interior, which was leaking onto the floor when opened and in need of repair. Observed two deeply scored cutting boards not resurfaced or discarded as required. Wall-mounted vegetable slicer over the three-bay sink area has dried food debris (potatoes) from the night before. Manual counter-mounted can opener with heavy accumulation of food debris on the cutting blade and surrounding housing. Food slicer with heavy food debris on the underside blade and housing and some food debris on the top surface cutting area and not clean to sight or touch. Six hot-holding pans stored directly on the floor under shelving in the kitchen area with food debris on the pans and inside of the lids stored on top. One knife on the magnetic wall holder above the hand-wash sink with dried food debris. A brown cylinder container on a shelf above the bain-marie in the kitchen area with soup spoons stored inside, coming in contact with food debris on the interior contaminating spoons stored. Five small knives stored under the microwave with heavy accumulation of dried food debris and not cleaned from the night before. Egg slicer with dried food debris on the cutting area and not cleaned from the night before. The interior of the four-slice toaster with heavy crumb accumulation on the interior coming in contact with foods toasted. Seven knives stored between the table/bain-marie in the kitchen area coming in contact with a dirty surface and contaminating knives being stored. Ice scoop stored directly on a dirty blue rolling cart. Soda guns/holders with a pink moldy slime and in need of a more frequent and thorough cleaning. A plastic white bin with a blue basket (multiple small knives stored inside) all coming in contact with food debris inside of the containers and coming in contact with food equipment stored. Nonfood-contact surfaces not cleaned at a frequency to preclude accumulation of dirt and soil. Wall above the three-bays sink with a black moldy substance and in need of deep cleaning. All walls and exterior of equipment in the kitchen area in need of deep cleaning, including handles on equipment. Floor fan with accumulation of static dust on the blades and blade cover with the possibility to contaminate foods being prepared in the kitchen. The floor drain under the two-door bain-marie with heavy accumulation of a black moldy substance and in need of deep cleaning. Observed single-service, single-use articles (a partial case of straws) stored in dry storage area near the two walk-in coolers, directly on the floor, and not 6 inches above the floor. The hand-wash sink in the kitchen area being used as a food preparation sink as evidenced by observed food in the sink and a buildup of a brown slime on the interior bottom. The hand-wash sink in the bar area was blocked by two plastic table tents and one black bar mat and not accessible at all times for employee use. Plumbing system not maintained in good repair; observed three-bay sink faucet leaking at the faucet and the shut-off valve. Soap was not available at the hand-wash sink in the bar area. The hand-wash sink in the bar area does not have single-use towels, continuous towels, or air-drying device.
Fairground Grill and Crab House, 1111 Spring Road, Carlisle, Oct. 21. Fail. Person in charge did not demonstrate adequate knowledge of food safety in this food facility as evidenced by this noncompliant inspection. Food employees observed in prep area not wearing proper hair restraints, such as nets, hats, or beard covers. Seafood observed thawing in standing water in a bucket on the floor by three-bay sink, which is not an approved thawing method; temperature was 52 degrees; corrected on site. Food was held at 121 F in the steam table area rather than 135 F or above as required. Can opener blade had food residue and was not clean to sight and touch. Observed clean dish racks stored on the floor in dish area. Racks also have buildup and need to be cleaned or replaced. Dishes and utensils observed in the hand-wash sink, indicating uses other than hand-washing.

Observed employee running register and then donning gloves to cut meats for preparing a meal and not washing hands in between. Discussed and educated owner and employee and corrected on site. Person in charge did not demonstrate adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Plumbing system not maintained in good repair; observed the hand-wash sink near the three-bay sink is leaking at the drainpipe and the urinal in the men’s room is leaking at the flush handle. Both are in need of repair or replacement. Food employees observed in food area not wearing proper hair restraints, such as nets or hats; educated and corrected on site. Observed food ingredient storage two bottles and two shakers not labeled with the common name of the food. Ice chute and underside dispensing of ice and soda at the self-serve fountain soda machine (Coca-Cola) with pink, brown, black moldy substance, as well as dried soda residue. Observed lids/metal grate and plastic bin liner stored dirty on the bottom dirty shelf of the rolling rack. Observed a drink container stored on the dirty middle shelf, coming in contact with filth on the shelf. Accumulation of wrapped straws between the trash bin and the stainless customer condiment counter and in need of cleaning. Observed a black moldy substance on the back wall behind the self-serve soda machine and in need of cleaning. Observed the area beside the self-serve soda machine with dried used paper towels, an empty wet jet container and debris and in need of cleaning. Observed the light fixtures in the dining area with accumulation of static dust and in need of cleaning. Warming lights at the meat cutting/assembly area with accumulation of static dust with the possibility to contaminate foods being prepared. Observed cameras with dripping grease/static dust over food prep areas in the kitchen area. Observed static dust on the ceiling tile grids and in need of cleaning. Observed the white subway tiles in the entire kitchen area with food debris and static dust and in need of a cleaning schedule. Ceiling tiles with staining (from food splatter) in the kitchen area and in need of replacement. The light intensity in the men’s room is nonexistent. Lights need repaired or bulbs need replaced. Wall behind the self-serve soda area has a hole and in need of repair. Observed numerous black files and house flies throughout the front and back of the restaurant and in both restrooms.

Observed accumulation of static dust on the walk-in cooler fan guards in the deli department. Observed an accumulation of frozen vegetables, bags and debris in the bottom of the customer reach in freezer and in need of cleaning.
