Food employees observed in kitchen area, not wearing proper hair restraints, such as nets, hats, or beard covers. The Person in Charge did not demonstrate adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Refrigerated ready to eat, time/temperature control for safety food prepared in the food facility and held for more than 24 hours, located in the kitchen/walk-in cooler, is not being date marked. The handwash sinks in both the front area and the kitchen area were blocked by kitchen utensils and were not accessible at all times for employee use. Observed wiping cloths in extremely unclean condition in kitchen area. Observed wet wiping cloths in kitchen area, not being stored in sanitizer solution. Eggs foods are served raw or undercooked to the customer’s request; however, a written consumer advisory (on the menu, table tent, or placard) is not provided to the consumer. Food facility does not have available sanitizer test strips or test kit to determine appropriate sanitizer concentration. The plumbing system is not maintained in good repair—leak observed at the base of the hand sink station. -Egg cartons were observed being reused as bacon drainers in the kitchen area. -Several food utensils were observed stored with food debris inside a black plastic container in the storage area near the three-compartment sink. -The hood above the cooking line was observed with a buildup of grease and was dripping onto the flat-top grill. – Cutting boards in the area of the three-compartment sink were observed with deep grooves and signs of what appeared to be black mold beginning to form. Sponges observed in the three bay sink area being used to clean food contact surfaces. Soap was not available at the handwash sink in the kitchen area.

Lin Garden, 2285 W. Harrisburg Pike Middletown, Regular/Complaint, June 16. Fail. Observed numerous food items (commercially processed and food prepared in the food facility/cooked rice, chopped vegetables, General Tso, etc.) in the walk-in cooler and upright GE Refrigerator, and being held for more than 24 hours, is not dated marked with the date it was opened or made. Entire kitchen area was not cleaned from the night before. Observed dirty knives, rice cookers, plates, woks, cooking utensils on the cook line. Observed a stack of dirty pans, cambros, etc. in the three bay sink not washed the night before. Observed food ingredient storage containers, in the walk-in cooler area (sauces), is not labeled with the common name of the food. The Person in Charge did not demonstrate adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. The Person in Charge did not demonstrate adequate knowledge of the PA Food Code as evidenced by incorrect responses to food safety questions. Manual warewashing equipment observed with build up of filth and food residue and not cleaned before use, and frequently throughout the day. Owner did not know how to set up three bay sinks for wash, rinse, sanitize and then air dry. Egg Rolls and General Tso area stored open with no covering in the walk-in cooler and GE refrigerator. Observed employee foods and equipment are being co-mingled with restaurant foods and equipment and not labeled or stored in separate locations. Noodles, vegetables, etc., in the baine marie cooling unit were stored above the cold/refrigeration line and held at 59.2 °F rather than 41°F or below as required. Foods stored at the cold/refrigeration line were in correct temperatures at this inspection. Only foods stored on top of them in the top portion were above the normal temperature and were in the danger zone. Not enough drainboards, utensil racks, or tables to allow for storage of soiled and cleaned items before and after cleaning. A temperature measuring device for measuring manual warewashing wash and sanitizing water temperatures is not available. Owner did not know that wash temperature was to be 110 degrees or greater for manual ware-washing. Observed a large rice cooker and small stock pot in the kitchen area both with broken handles and not in good repair or condition.
Ray’s Cafe @Penndot, 1101 S Front St. Harrisburg, June 16. Pass. Sliced cheese, sliced tomatoes, chopped lettuce, and chopped white onions were observed in a container without an ice base, located in the front service area near the counter. The temperature of these food items was approximately 60°F, rather than 41°F or below as required. Discuss with the PIC. Ceiling panels and air vent outlets were observed with dust accumulation. These areas were not clean, either visually or to the touch. Two plastic containers with a product resembling flour were observed in the dry storage area, and four bottles were observed in the front service area, is not labeled with the common name of the food.
