East Berlin Diner, 130 W. King St. East Berlin, Change of Owner, March 31. Fail. The Person in Charge did not demonstrate adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection. Eggs and steaks are served raw or undercooked to the customer’s request; however, a written consumer advisory (on the menu, table tent, or placard) is not provided to the consumer. Temperature measuring device for ensuring proper temperature of equipment is not available or readily accessible in most cold holding equipment throughout the facility. Chlorine chemical sanitizer residual detected in the final sanitizer rinse cycle of the low temperature sanitizing dishwasher was 0 ppm, and not 50-100 ppm as required. Meat slicer, deflector plate in ice machine, and upper interior of microwave, food contact surfaces, were observed to have food residue and was not clean to sight and touch. Non-food contact surfaces (dish machine) not cleaned at a frequency to preclude accumulation of dirt and soil. Handwash sinks throughout the facility do not have water at a temperature of at least 85 degrees Fahrenheit. Exterior doors located in the dining room and near walk-in cooler area of the food facility have gaps and do not protect against the entry of insects, rodents, and other animals. Soap was not available at multiple handwash sinks throughout the facility. Multiple handwash sinks throughout the facility do not have single use towels, continuous towels, or air drying device. Floor in the soda machine area, has a hole, or is broken and in need of repair. A piece of plywood is currently being used to cover the hole which is not a smooth and easily cleanable surface. Wall behind soda machine, has a hole and is in need of repair. Mops are not being hung to air dry. Poisonous/toxic materials not used in a lawful manner. Dish machine de-lime chemical is connected to both the detergent and sanitizer inlet hoses to the mechanical dish machine. Chemical is not being used per manufacturer safe usage instructions. creating the possibility for chemical contamination of dishes. Construction equipment and paint are stored in food prep kitchen area. Observed chemicals being stored in storage closet area on shelving above dishes.
