Corbett's budget: the tone, the heavy lifts, the reaction

The governor has proposed a $28.4 billion dollar state budget for the next fiscal year, a two-point-four percent increase in spending over the current spending plan.  But as witf's Mary Wilson reports, the big reveal of Corbett’s budget isn’t in the line items.
