The biggest hurdle of all may how to pay for services for the disabled. Government provides much of the funding, but can not be considered a reliable source in today's economic climate. Advocates say services for the disabled must be more of a priority if government really wants to care for society's most vulnerable citizens.
The question always arises about whether those public dollars are being spent efficiently and that argument usually comes down to are the disabled best served living at home or in a nursing home?
