Even though plans were in place for the cameras for some time, the Times story had an immediate impact as some residents and civil liberties groups said the cameras were an intrusion into the privacy of the people being videotaped.
Perhaps, part of the reason there was little fanfare when the cameras began operating is many saw them as a crime-fighting tool and said law-abiding citizens had nothing to worry about.
