With Republicans taking control in last week's election, House Minority Leader Sam Smith may be poised to become the next Pennsylvania Speaker of the House. And last week, Smith indicated he would like to see that chamber's ranks reduced – because, he believes, a "smaller number of members would make the House more manageable."
Will the new legislature, and its new Speaker, be more open to such an effort? Even if they were, how could it be done, short of a constitutional convention? And is a smaller legislature, in which each seat represents more constituents, really a step in the right direction?
