Office of Open Record officials say their staff is overwhelmed now and a budget cut will force a longer waiting period for those making requests or even make government less transparent.
Both democrats and Republicans have proposed a reduced budget for the Office. They say it has to share the pain with the other state programs that are being cut while Pennsylvania is in a fiscal crisis.
