Marcellus Shale Advisory Commission's recommends impact fee and pooling

Radio Smart Talk for Monday, July 18:

Gov. Tom Corbett’s Marcellus Shale Advisory Commission approved its final report late last week and has sent their recommendations onto the governor.  Details will be released publicly this week, but we know that the commission advised Corbett to support an impact fee on natural gas drillers to help local governments offset costs associated with the large influx of industry workers and equipment.  In a bit of a surprise, the Commission also recommended the impact fee would pay to restore public land damaged by gas drilling.

Another unexpected recommendation was to support the practice of pooling – allowing drillers to go after gas underneath land not leased to a drilling company.  Corbett has said previously that he opposes pooling.

On Monday’s Radio Smart Talk, StateImpact Pennsylvania reporter Scott Detrow joins us to discuss the Advisory Commission’s recommendations.  StateImpact is collaborative project between witf, WHYY in Philadelphia and NPR.  In Pennsylvania, the StateImpact focus is on energy

I wasn't suprised to that the, "M.S.C.," didn't want to address the language of the impact fee. The three words, "Post Production Cost," are what I'm listening for.

Is the governor going to go along with anything that he does not like ? I doubt it . he seems to be a person that only does what he wants and thats IT !!!! This is going to be a very long 4 years with this Governor or can you impeach a Governor ?

Why aren't they talking about global warming? This is the big issue, the elephant in the room, that no one is talking about. Forced pooling, regulation, compensation, taxes... these are all minor points. The only issue is what all this natural gas extraction will do to the climate.

Gee Susie......you're an expert on global warming and all the finer points of hydrocarbon exploration and development. How were you not picked for this panel..?? Why don't you run for Governor..?? How have we managed to survive without your insightful, clairvoyant guidance in these matters.

The trolls abound! Instead of ad hominem attacks, maybe you should read up on global warming at RealClimate.org. I'm sure they can set you straight!

Regular people should be on the Commission... the ones who are directly affected by the drilling. But they aren't; neither are there doctors, environmental experts, forest ecology experts, etc..

You show your fear and ignorance by attacking me and ignoring the issue I"ve pointed out: global warming. It is a shame you can't do any better arguing than that!!

I am opposed to pooling. Until there is proof that horizontal drilling and fracking do not cause environmental problems such as ground subsidence and water contamination, it should be up to the property owner to decide if they want drilling on their property or not. I find it absolutely ironic that a lot of the same politicians who fully back individual's rights when it comes to gun rights don't support individual's rights when it comes to this issue. Proof positive that deep pockets own our politicians and not the general constituency.
