In response to complaints about puppy mills, Pennsylvania enacted new laws and rules regulating large commercial breeders. A few have been shutdown since.
But for families shopping for a dog, it still is sometimes difficult to know whether they're getting a healthy pet or not. What questions should be ask to ensure the new family member wasn't born into a puppy mill?
Also, the Philadelphia Eagles signed quarterback Michael Vick last week just weeks after Vick's prison sentence on dog fighting charges ended. The Eagles have been criticized and some say Vick shouldn't be given a second chance after committing crimes that included killing dogs by electrocution, hanging and drowning.
