<p>The arts community in the city of Lancaster has always been strong. The city has a history in theatre, opera, music and art galleries that has deep roots.</p>
<p>But there are reports that in the past several years, there has been a new resurgence in the arts throughout Lancaster. Some have called it a cultural renaissance.&nbsp; There has been an influx of artists, writers, musicians, actors and arts promoters moving to Lancaster in the past few years.</p>
<p>Lancaster has become such a drawing place for the &ldquo;creatives&rdquo; as they have been termed, that some are saying it has potential to be a regional hub for the arts, similar to cities like Austin, Texas or Santa Fe, New Mexico.</p>
<p>Friday on Radio Smart Talk we&rsquo;ll explore this Lancaster phenomenon with three special guests.</p>
<p>Barry Kornhauser has a long history with the arts in the city, having spent more than 30 years at the Fulton Theatre, and currently in charge of the Family Arts Collaborative at the Ware and Winter Centers at Millersville University.</p>
<p>Jason Mundok&nbsp; is a blogger with a weekly&nbsp; podcast &ldquo;Around the Wood Stove&rdquo; , focusing on the current&nbsp; Lancaster arts scene.</p>
<p>Jennifer Baker is the director of&nbsp; MOOSE, &nbsp;the Mayor's Office of Special Events, involved in helping promote the efforts of arts organizations.</p>

<p>For many families, the grill has become an outdoor oven or stove.&nbsp; For some, it would take a major snowstorm to keep the grill from being used to make dinner.&nbsp; They see the grill as an all-year-round part of mealtime.</p>
<p>For most though, the grill is used in warmer weather and even for the majority of those people, Memorial Day weekend may be the first time all year they wheel out the grill.&nbsp; Let's face it -- the grill excites those who see it as an instrument of summer and the outdoor fun that goes along with it.</p>
<p>Thursday's Radio Smart Talk leads into the holiday weekend with our traditional grilling tips and recipes program.&nbsp; Chef Donna Marie Desfor, owner of There's a Chef in My Kitchen, appears on the show with suggestions and ideas for outdoor cooking.</p>

<p>Radio Smart Talk for Wednesday, May 22:</p>
<p>It started as Decoration Day after the Civil War.&nbsp; The grave sites of Union and Confederate soldiers who died in the conflict were decorated in patriotic themes by survivors.</p>
<p>After the turn of the century, May 30th became known as Memorial Day -- a day to honor members of the armed forces who had given their lives in service to their country.&nbsp; The holiday was moved to the fourth Monday in May in 1971 and became a national holiday, meaning most Americans had the day off from work.&nbsp; With that day off, Memorial Day got the title of the unofficial start of the summer season.&nbsp; Picnics and parades were part of most Americans' Memorial Day.</p>

<p>But for the millions of American men and women who served in the armed forces and especially those who saw combat, Memorial Day has a much different meaning.</p>
<p>On Wednesday's Radio Smart Talk, we'll hear from three combat veterans, who will tell their stories and describe what Memorial Day is to them.</p>
<p>Joining us will be World War II veteran Gene Wentz, retired Maj. Gen. Walter Stewart Jr. who served in Vietnam, and Lt. Col. Eric Zimmerman, a veteran of the war in Iraq.</p>
<p>Wentz son-in-law Dr. Daniel Felix, has written a book about Wentz' experiences.&nbsp; It's called <a href="http://scoutforecompany1944.com/"><em><strong>A Scout for E Company: 1944, The Story of PFC Gene Wentz</strong></em></a> (pictured right).</p>

        <![CDATA[<p>Radio Smart Talk for Tuesday, May 21:</p>
<p><strong>witf</strong>'s <a href="http://www.transforminghealth.org/">Transforming Health </a>initiative addresses the major changes that are going on in today's American healthcare.&nbsp; Better outcomes, prevention, and controlling costs are all part of any transition plan that is driven by the patient centered medical home.</p>

<p>Tuesday's Radio Smart Talk features two guests who will focus on those three aspects of healthcare.</p>
<p>Dr. Jeffrey Brenner is the Executive Director and Founder of the Camden (NJ) Coalition of Healthcare Providers.&nbsp; Across the Delaware River from Philadelphia in Camden, New Jersey, Dr. Brenner found that a small percentage of patients were utilizing the most healthcare.&nbsp; He mapped out where those patients lived and developed a system he called hotspotting.&nbsp;</p>
<p>For example in a six-year period, some nine hundred people who lived on two blocks made 4,000 hospital visits at a cost of about $200 million.&nbsp; Dr. Brenner's research discovered that in most cases, those patients didn't have regular physicians who could monitor their conditions, often went to hospital emergency rooms for treatment, or often didn't take their prescribed medications.</p>
<p>Brenner found that if he kept in contact with the patients and advised them on their healthcare, their conditions improved and they were making fewer visits to the doctor and hospitals.&nbsp; As a result, they were healthier and less money was spent on their healthcare.</p>
<p>Brenner will join us on Tuesday's program to explain how his research can be used nationally.</p>
<p>Also, Dalila Butler M.P.H. of the <a href="Central%20Pennsylvania%20Business%20College">Prevention Institute </a>will be with us as well.&nbsp; The Prevention Institute says it is "committed to preventing illness and injury, to fostering health and social equity, and to building momentum for community prevention as an integral component of a quality health system."&nbsp;</p>
<p>Both guests will be speaking in the midstate later this week.</p>
<p>Ms. Butler will be&nbsp;the Keynote Speaker at the 2013 Lancaster Health Summit on Thursday, May 23. <a href="http://www.lcbgh.org/lancaster-health-summit/">Click here </a>to register for the Summit.</p>

<p>State government reform was all the rage after lawmakers voted themselves a pay raise in a late night session during the summer of 2005.&nbsp; The public outcry had an impact and the pay hike was repealed several months later.</p>
<p>There were a few reforms enacted although none were considered major.&nbsp; After a couple years, momentum and demand for reform seemed to die down.</p>
<p>That doesn't mean there hasn't been criticism of the Pennsylvania General Assembly -- the largest full time and one of the most expensive legislative bodies in the country.</p>
<p>And now, a bi-partisan caucus has been formed with major change on the minds of its members.</p>
<p>Democratic State Senator Rob Teplitz of Dauphin County and Republican State Representative Bryan Cutler of Lancaster County are leading the Government Reform Caucus, that consist of 24 Republicans and nine Democrats from both the House and Senate.</p>
<p>Rep. Cutler and Sen. Teplitz will appear on Monday's Radio Smart Talk to discuss their proposals that include annual independent audits of the General Assembly, suspending pay for the governor and legislature if a budget isn't passed on time, making the legislature part time, and allowing independents to vote in Pennsylvania's primary elections.</p>

<p>Pennsylvania is changing right before our eyes.&nbsp; So says Franklin and Marshall College political analyst Dr. G. Terry Madonna.&nbsp;</p>
<p>Madonna and Dr. Michael Young, another longtime analyst, write in their latest <em>Politically Uncorrected</em> column that this month's statewide F and M poll shows shifting attitudes on several social issues.</p>
<p>The poll indicates 54% favor same sex marriage, 89% support universal background checks for all gun sales, and while 54% oppose legalizing marijuana for recreational use, the opposition is down from 72% seven years ago.</p>

<p>Springtime weather is perfect for getting outdoors -- whether it's in the yard, hiking, biking, or just taking a deep breath of fresh air.</p>
<p>You may be surprised at the benefits of the outdoors.</p>
<p>In April, researchers at the University of Kansas reported a 50% boost in creativity for people who were in nature for a few days.</p>
<p>Even short periods of time outside are helpful.&nbsp; A 2008 University of Michigan study found after just an hour of interacting with nature, memory and attention spans improved by 20%.</p>
<p>The mission of the Pennsylvania Parks and Forest Foundation is to promote and support the natural and cultural resources of Pennsylvania's  state parks and forests.</p>
<p>The non-profit organization is holding the fifth annual <a target="_blank" href="http://paparksandforestsforever.org/">Great Pennsylvania Outdoor Challenge</a> to do just that.</p>

<p>Every generation in every culture around the world searches for the elusive key to a long and fulfilling life. The truth is there isn&rsquo;t one key. There are multiple ways to unlock&nbsp;a longer, healthier and more&nbsp;joyful life. Mike Ridgeway of the <a href="https://www.facebook.com/CoalitionForABicycleFriendlyLancaster">Coalition for a Bicycle-Friendly Lancaster </a>will join us tonight. He literally wants to get people moving. Ridgeway leads an effort to encourage bike riding as an alternative to cars, vans and trucks. Regional cooperation&nbsp;could create safe bike lanes and bike-friendly routes, and when necessary, convince mass transit agencies and Amtrak to allow commuters to bring their bikes onboard. He says bicycling&nbsp;cuts pollution, trims waistlines and reduces stress. But first, we have to surmount some bureaucratic speed bumps.</p>
<p>&ldquo;We have a geographic challenge in Central Pennsylvania,&rdquo; Ridgeway contends. &ldquo;Number one is metro planning. We have about five different planning organizations &ndash; York, Tri-County, Lebanon Valley, Lancaster - and they do not always agree regionally on a transportation corridor. We have to have the culture and political will, the leadership, to encourage this change in behavior.&rdquo;</p>
<p><a href="https://www.capbluecross.com/wps/wcm/connect/CBC-Public/CBC/AboutUs/LeaderPages/Dr.+Jennifer+A.+Chambers">Dr. Jennifer Chambers</a>, vice president and chief medical director of Capital Blue Cross, says the workplace can play a central role in leading the transformation&nbsp;to healthy living and greater longevity. The U.S. healthcare system, under the&nbsp;impetus of the Affordable Care Act, is shifting from a reactive approach to disease treatment to one that emphasizes early intervention and prevention.&nbsp; Dr. Chambers believes the Blue Zones'&nbsp;Power 9 principles offer&nbsp;vital guideposts to&nbsp;better health outcomes.&nbsp; She'll share some of the successes Capital Blue Cross has had with major employers to nurture healthier workplaces and improve employees' productivity and well-being.&nbsp; What's good for the waistline, it seems, is good for the bottomline.</p>
<p>Erin Shrader, R.N., is a nurse care manager at WellSpan Health&rsquo;s <a href="http://www.wellspan.org/body.cfm?id=2150">&ldquo;Bridges to Health&rdquo; </a>program. Patients who are considered <a href="http://www.camdenhealth.org/super-utilizers-place-huge-burden-on-health-care-system/">&ldquo;superutilizers&rdquo; </a>are invited to participate in the program. These are patients whose medical expenses each year exceed $50,000 and who often require treatment in the emergency room -- one of the most expensive places in the hospital. They are assigned a health care team including a doctor, a nurse, a social worker and a health coach. The team&rsquo;s goal is to better serve the individual&rsquo;s medical needs while driving down the cost of his or her care. A member of the team is available to the patient 24/7, and can even make house calls. Shrader is a big proponent of the Blue Zones' principles and says the Bridges&rsquo; staff encourages family and community connections to bolster the well-being of their patients.</p>

<p>The health story that attracted the nation's attention this week was news that actress Angelina Jolie had undergone a preventive double mastectomy after learning she carries a gene that increases her risk for breast and ovarian cancer.</p>
<p>Sometimes it takes a well-known person publicizing their personal stories of dealing with a health issue to get others to notice or learn more.</p>
<p><a href="http://www.nytimes.com/2013/05/14/opinion/my-medical-choice.html" target="_blank">Jolie's announcement through a column in the New York Times</a> certainly shined a spotlight on women's health.</p>
<p>May 12th through the 18th is <a href="http://womenshealth.gov/nwhw/" target="_blank">National Women's Health Week</a>.&nbsp; Accordingly, Radio Smart Talk will address women's health issues on Thursday's program as part of <strong>witf</strong>'s <a href="http://www.transforminghealth.org/" target="_blank">Transforming Health </a>initiative.</p>
<p>The major health concerns of women include heart disease, breast cancer, osteoporosis, and depression, but we'll also look at families where women are often the health caregivers and the stress and challenges that role presents.</p>

<p>Buettner&rsquo;s first book is a fascinating exploration of the culture and lifestyles of centenarians who live in Sardinia, Italy, Okinawa, Japan, Loma Linda, California, Nicoya Peninsula, Costa Rico and Ikaria, Greece.</p>

<p>The lifespan of residents in these five communities tend to be longer and healthier than the rest of the world&rsquo;s population.&nbsp; In fact, folks in these clusters live past age 90 at a rate up to three times that of Americans. &ldquo;If you optimize your environment, better health and better welfare ensue,&rdquo; Buettner says.&nbsp; Although none of these five communities shares a single dietary or exercise routine, they do feature the <a href="http://www.bluezones.com/live-longer/power-9/">Power 9</a> -- nine&nbsp;characteristics that contribute to individual health and happiness.</p>
<p class="ecxmsonormal">(I especially enjoyed the advice&nbsp;102-year-old Kamada Nakazato of Okinawa shared with Buettner when he asked her the key to longevity.&nbsp; She replied, "Eat your vegetables, have a positive outlook, be kind to people, smile.&rdquo;)&nbsp;</p>
<p>Our environment, studies show, plays a huge role in determining our health status.&nbsp; A <a href="http://www.theatlantic.com/health/archive/2012/07/study-of-the-day-among-groups-of-friends-obesity-is-contagious/259620/">recent study </a>found, for example, that when a person becomes obese,&nbsp;57% of his or her friends will become obese and 20 percent of <em>their</em> friends were likely to be obese, as well.&nbsp; One of the simple measures Buettner advocates is a walking audit, literally touring your community on foot, to see its potential and its liabilities when it comes to nurturing a&nbsp;vibrant, thriving&nbsp;community.</p>
<p class="ecxmsonormal">The Blue Zones Vitality Project selected the small, Midwestern community of <a href="http://www.bluezones.com/programs/blue-zones-communities/albert-lea-mn/">Albert Lea, Minnesota </a>in 2009 as a laboratory to test the theory that by changing the environment in several simple ways, residents&nbsp;could improve health.&nbsp; For example, most Americans eat out more than 100 times a year.&nbsp; The Blue Zones team got most of the restaurants in Albert Lea to switch to healthier fare on their menus while emphasizing words like &ldquo;fresh&rdquo; and &ldquo;crispy,&rdquo; not &ldquo;healthy,&rdquo; to nudge diners to select the better food. They also targeted schools for fitness, encouraged administrators to make sure kids didn&rsquo;t have food or drinks in halls or classrooms, convinced them not to use food as a fundraiser or as a reward for performance. &ldquo;Move more, eat less&rdquo; became the new mantra in the Albert Lea public school system.&nbsp; And, finally, the Blue Zones leaders asked local grocers to place huge signs in front of longevity-boosting choices like beans, teas and whole-grain foods.&nbsp; &ldquo;If you&rsquo;re going to live to be 100, you&rsquo;re going to want all of your best friends at the birthday party,&rdquo; Buettner noted.</p>
<p class="ecxmsonormal">Did it work?&nbsp; Well, over the course of three years, Albert Lea&rsquo;s life expectancy increased an average of 3.1 years.&nbsp; The community collectively lost 12,000 pounds.&nbsp; Key employers saw an average drop of 21% in absenteeism.&nbsp; And health costs for city employees fell 40%.&nbsp;</p>

<p>Its common today to hear recent college graduates say their number one priority is to find a job or start their career.&nbsp; Next on the list for many of them will be to pay off their student loans.</p>
<p>The average loan debt for today's graduates is $26,500.</p>
<p>What many graduates are finding is good paying jobs are hard to come by and sometimes they have to settle for employment that makes re-paying a loan a challenge along with affording all their other expenses.</p>
<p>At the end of 2012, total outstanding federal and private student loan debt was estimated at $1.1 trillion -- that's up 30% in just the last five years.</p>
<p>The situation has reached a point where many believe the amount of debt could slow down the economy.</p>
<p>As a result, the Obama Administration has proposed a student loan forgiveness program if a debtor pays 10% of the income after basic expenses over 20 years.</p>
<p>On Wednesday's Radio Smart Talk, we'll study student loan debt and look at the options.</p>
<p>Appearing on the program will be Varo Duffins, Associate Director of Financial Aid at Franklin and Marshall College and Paul Maulfair, CPA, Vice President and Tax Director, Corporate Controller Group, at Susquehanna Bancshares.</p>

<p>Interstate 81 near Harrisburg in Dauphin County is open after being closed both north and southbound since last Thursday morning.&nbsp; That's when a tanker truck hauling diesel fuel crashed and burned.&nbsp; The fire got so hot that it weakened the overpass and underpass that is part of a confluence of highways.&nbsp;</p>
<p>Right after the crash, traffic throughout the region was at a standstill for hours.&nbsp; Motorists had to find alternate routes to where they were going.&nbsp; It was a good example of the ripple effect on the highways and streets throughout the Harrisburg region when there is a major disruption of a transportation hub.</p>
<p>Is Harrisburg unique or would a similar incident have the same impact if say the Schuylkill Expressway was closed near Philadelphia?</p>
<p>At a time when we hear that more than a quarter of Pennsylvania's bridges are structurally deficient, Thursday's incident begs the question whether our transportation infrastructure is vulnerable?</p>
<p>Repairs to I-81 are expected to cost about $10 million alone and Gov. Tom Corbett's Transportation Advisory Commission estimated the state's is about $3.5 billion behind in transportation funding, so how to pay for upgrades is an issue.</p>
<p>Many are asking after the tanker crash whether more investment in mass transit or additional commuter programs are needed.</p>
<p>Tuesday's Radio Smart Talk will focus on transportation issues and whether region is vulnerable.</p>

<p>The latest statistics indicate 83% of Pennsylvania students who start ninth grade actually graduate high school.&nbsp; The numbers are much grimmer for African-American and Latino students who graduate at a rate of less than 66%.&nbsp; There are school districts in Pennsylvania where less than half of the students who begin ninth grade will receive a high school diploma.</p>
<p>Not only will high school dropouts earn less money over their lifetimes but will also have fewer opportunities to succeed in a career.&nbsp; In fact, a dropout will earn about $10,000 less in average annual income than a high school graduate and almost $20,000 less than the student who gets a two-year Associates Degree in college.&nbsp; Obviously, not all high school drop outs go on to break the law, but 82% of prison inmates are high school drop outs.</p>
<p>High school dropouts impact all of us and not just themselves.&nbsp; A recent study showed that if the students who dropped out of the class of 2009 had graduated, the nation would have benefited from nearly $335 billion over the course of their lifetimes.</p>
<p>Monday's Radio Smart Talk will feature Nathan Mains, the president and state director of Communities in Schools of Pennsylvania.&nbsp; Communities in Schools is the nation's largest dropout prevention organization.</p>
<p>We'll discuss who drops out and what strategies work to keep kids in school.</p>

<p>Gov. Leader's biographer, Ken Wolensky, will appear on the first segment of Friday's Radio Smart Talk to discuss Leader's legacy.</p>

<p>Sales of craft beers have increased by 10-15% each year for much of the past decade.&nbsp; At the same time, large brewers' sales are flat.</p>
