Smart Talk: Housing during budget crisis and expansion of housing trust; Rape crisis centers asking for loans from businesses

What to look for on Smart Talk Monday, November 9, 2015:

So what legislation was approved by a 242-1 vote and gotten Gov. Tom Wolf's signature last week?  It's a law that expands the Pennsylvania Housing Affordability and Rehabilitation Enhancement Act -- the state's housing trust fund. 

According to the Housing Alliance of Pennsylvania, the trust fund has assisted over 4,000 families, through home rehab or repair, rental assistance and development.

The Housing Alliance of Pennsylvania works to help Pennsylvanians, especially those with low-incomes or disabilities, to find safe, affordable homes.

The near-unanimous legislative vote seems unusual while Democratic Gov. Tom Wolf and Republican leaders in the House and Senate are in a standoff over a state budget that is now more than 130 days late.

On Monday's Smart Talk, we'll discuss the impact of the budget impasse on housing and the expanded trust fund with Liz Hersh, the Executive Director of the Housing Alliance of Pennsylvania.

Also, the Pennsylvania Coalition Against Rape is asking businesses to provide no interest loans to local rape crisis centers across the state while the budget impasse continues.

PCAR says "many rape crisis centers have already remortgaged property, taken loans, and incurred costs" in order to stay open.
