What to look for on Smart Talk Tuesday, July 14, 2015:

Until 1986 a husband who raped his wife could use marriage as a defense in the Pennsylvania courts.  It's just one example of laws that were decades old and built on the premise that women were the property of their husbands.

Just recently, a bill was signed into law by Gov. Tom Wolf that is designed to bring more clarity to the collection, testing, and processing of sexual assault evidence and rape kits.

Much has changed when it comes to rape and sexual assault over the past four decades.

The Pennsylvania Coalition Against Rape has been there to not only witness the changes but to be a strong advocate for updating laws, making the public more aware, and providing services to victims.

PCAR is the nation's oldest rape crisis coalition.  The organization is observing its 40th anniversary this year. 

Call 1-888-772-7227 for a rape crisis center in Pennsylvania near you for help dealing with these feelings. Pennsylvania's rape crisis centers serve all adults and children.

The National Sexual Violence Resource Center is 15 years old.  Both PCAR and NSVRC are located in Enola, Cumberland County.

An anniversary open house will be held Thursday from 5 to 7 p.m. at the PCAR/NSVRC offices.
