STFriday: PA lawmakers return to Harrisburg

What to look for on Smart Talk Friday:

Educators and school administrators are welcoming state lawmakers back to session with a call to enact a fair and predictable public school funding formula.

Executive Director of the Pennsylvania Association for Rural and Small Schools Joseph Bard and Executive director of the Pennsylvania Association of School Administrators Jim Buckheit will join us to discuss how they believe the state could better spend the $5.5 billion dollars it's investing in basic education subsidies this year.

Also Congressman Jim Gerlach (R-6) announced this week that he will not be seeking reelection this year. His district includes parts of Lebanon and Berks counties, and Democrats have renewed hope that it could swing their way in 2014.

We'll discuss Gerlach's career in public service, and the political implications of his announcement with Franklin and Marshall College professor Terry Madonna.

Plus, while most Pennsylvanians braced for a cold snap this week by stocking up on groceries and hunkering down inside their heated homes, overnight shelters were making sure they had space to accommodate the area's homeless population.

Mary Wilson recently visited Harrisburg's only overnight emergency homeless shelter for men, who advocates say typically have to look harder for services.

Finally, the 98th Pennsylvania Farm Show wraps up on Saturday afternoon.

    Forgot to point out on the show that the PA 13th -- Allyson Schwartz's district -- is also an open seat this year. Still haven't hit my Election 2014 stride I guess...
