(York) -- The leader of the York City teachers' union is pointing to Governor Corbett's support of charter schools as a major reason behind the district's financial struggles. Kim Schwarz is president of the York City Education Association. She says most of the $8 million deficit incurred by the School District of the City of York could be made up if the district still received reimbursements for sending students to charter schools. Corbett cut such reimbursements last year. Schwarz says the district can't afford any more cuts. "The teachers took a pay freeze," she says. "We lost about 100 of our staff. We don't have the number of security and hall monitors and classroom aides that we had before." Schwarz says teachers are prepared to teach until the end of the school year without being paid if the district runs out of money. The union recently voted down a measure proposed by the school board to reopen contract negotiations because it would have decreased instructional time and cut down on teachers' pay. Board President Margie Orr says the proposed renegotiation wouldn't be a total solution, but would help save some money.
