(Harrisburg) -- The CEO of the state's Liquor Control Board is calling the decision to install self-serve wine kiosks in the commonwealth a "failure." CEO Joe Conti says wine sales didn't keep up with operating costs and he takes full responsiblity for the failed kiosks. Conti says the idea of adding the kiosks to grocery stores made sense nearly two years ago, when the machines were first installed. "Any time you try to innovate, there's risk involved, and this didn't work out," he says. "We were trying to marry the convenience of food shopping with wine shopping, and maybe we're a little ahead of the curve. Maybe we're a little behind the curve." Conti says all but two kiosks have been shut down in the state. An audit last year found malfunctions affected one in every 21 sales at the kiosks. Conti says the contractor should pay for maintenance expenses, but that issue is currently being considered by the state Board of Claims.
