Proposed 2012 York County budget avoids tax increase

(York) -- York County taxpayers will see their property taxes hold steady next year. The county commissioners have proposed a $450 million budget for 2012 that would keep the property tax rate at 4.15 mills for the third straight year. "Holding the line on taxes has been this board’s top priority since taking office in 2008," said Vice President Commissioner Chris Reilly. "That general fund spending remains below 2009 levels reflects our dedication to cutting costs and finding new, innovative ways to serve our community." That equates to $415 dollars for property assessed at $100,000. "This plan represents our administration’s continued commitment to the effective and efficient delivery of service to residents," said President Commissioner Steve Chronister. "We applaud our department heads and elected officials for their efforts to keep costs in check and help us deliver this good news." The board says overall property tax revenue is projected to remain flat next year, a trend that reflects a slow-down in new construction and housing starts the county. It notes the county is also faced with increasing mandates, yet declining state and federal revenues needed to pay for them. "Our approach is not to dwell on the challenges, but focus on solutions," said Commissioner Doug Hoke. "This has allowed us to react effectively in an ever-changing and difficult climate." The budget is scheduled for adoption on December 21. The total proposed spending plan is $450.5 million, including a general fund of $178.5 million. Net general fund spending would increase compared to 2011, but remain $3.8 million below 2009 levels.
