Pennsylvania makes progress in driver safety, advocates say

(Undated) -- The state's new teen driver law and a ban on texting while driving that takes effect in March are getting praise from a highway safety advocacy group. As a result, the Commonwealth's rating in the annual "Roadmap" report from the "Advocates for Highway and Auto Safety" has improved from "red" to "yellow." President Jacqueline Gillan says the organization bases its ratings on 15 laws it would like to see all states adopt. "The Roadmap Report this year found that 18 states still need primary enforcement seatbelt laws, 30 states need all-rider motorcycle helmet laws, and most states are missing one of our key driving and impaired driving laws," Gillan says. Pennsylvania's has neither a primary-offense seatbelt law, nor an all-rider motorcycle helmet law. The group says the state is on the right track with an ignition interlock law for people with two convictions for drunken driving -- though it would like to see the law apply to the first DUI offense.
