PA communities could lose right to regulate natural gas drilling

 (Harrisburg) -- Communities across Pennsylvania would no longer be able to control their own fate when it comes to regulating natural gas drilling, under a state House proposal. The impact fee measure's been voted out of a House committee on a party-line vote. Ranking Democrat, Phyllis Mundy of Luzerne County calls it the, "drill, baby, drill bill." During the hearing, she read the part that neuters any drilling regulations imposed by municipalities. "Hereby superseded and preempted," she said. "How could you get any more clear than that?" Committee chairman, Republican Kerry Benninghoff of Centre County, says Democrats have been clamoring for industry regulations, so now they can have them. But, he says the rules should be uniform across the state. Republican Scott Boyd of Lancaster County says removing the local regulation option is important, if the entire state is going to benefit from natural gas drilling. "To allow a local municipality to shut that down simply, because three members of an elected board don’t want to allow any drilling in their area...and they can zone it out, trust me, they can zone it out," he says. Governor Corbett pushed for the measure. “I applaud House Finance Committee members for moving this important measure,’’ he says. “This bill contains many of the provisions contained in our proposal, and I am pleased to see the legislature working toward a final bill.” Pittsburgh and Wilkinsburg are among PA cities that have banned hydraulic fracturing within their limits. Check out StateImpact Pennsylvania, witf's collaborative effort with NPR and WHYY in Philadelphia on energy issues in the commonwealth, for more information on this story.
