(Harrisburg) -- School vouchers supporters are asking lawmakers to remember that more than four percent of Pennsylvania’s public and public charter schools are failing. Eugene Hickock was the state secretary of Education under Governor Ridge, and served as Deputy Secretary of Education under George Bush. He says students attending those 144 schools need out - and that’s where the arugment for school vouchers and expanding charter schools should begin. "I can see the arguments against school choice because it’s dangerous, blah, blah, blah. I don’t agree with it; I can understand it. But man, you show me 150 schools that are really in trouble and I don’t see how you vote against that," Hickock says. He testified before the state House Education Committee, on its last day of hearings before it introduces legislation on vouchers and charter school reform in the fall. Opponents of vouchers say school choice legislation is being treated like a "silver bullet," but vouchers don’t solve the problem of the failing schools themselves. Hickcock says there’s little information on successful strategies to turn schools around.
