(Harrisburg) -- A contract to restore animal control services in Harrisburg has yet to be finalized -- days after a private donor good Samaritans an outstanding debt for the city. The Humane Society of Harrisburg Area will not provide assistance with stray animals until a deal is signed. The issue came to light after a memo surfaced last week that city police were being told to adopt, kill or drop off stray dogs. Tom Hickey with the Governor's Dog Law Advisory Board tells witf's Radio SmartTalk he questions the Society's stance. "I don't think there's any question they're going to do animal control this year. If there's 10 or 15 dogs that are freezing in the city, I don't understand why you would let just a signature on a contract hold you up from taking care of these dogs," Hickey says. Humane Society Executive Director Amy Kaunas says the organization has to abide by a strict policy of contract payments, because it can't afford to provide services to communities that don't pay. She says 47 midstate municipalities have contracts with the humane society, but there are more than double that number in its service area that do not participate.
