(Harrisburg) -- One of the architects of a so-called "state takeover" of Harrisburg says there's still time for the capital city to avoid intervention from the commonwealth. Republican State Representative Glen Grell of Cumberland County, says he's disappointed by city council's two-time rejection of financial recovery plans for the cash-strapped city. He tells witf's Radio SmartTalk the city is wasting its time by seeking an attorney to fight the takeover legislation. "Rather than challenge this law, why don't they just avoid the need for this law by adopting a plan. This legislation doesn't tell them what the plan has to include, it just tells them, 'if you don't come up with a plan, we're going to put somebody in place who can come up with a plan,'" Grell says. The state takeover bill would allow Governor Corbett to appoint an administrator to control the city's finances.
