Harrisburg's mid-year financial report paints grim picture

(Harrisburg) -- The capital's mid-year fiscal report contains more bad news for the struggling city. Harrisburg's revenues are not meeting expectations, with items like parking fine collections falling short due to a lack of enforcement officers from a combination of leave and vacancies. There are currently 65 open positions in city government, though report shows the salary savings from those vacancies has already been transfered to cover deficits in the general fund. Items like more than $1.3 million in firefighter overtime that was not budgeted for by city council contribute to a more than $2.6 million personnel budget deficit. The city's fiscal report compares the first half of this year with the first half of 2010.
