(Harrisburg) -- Governor Corbett has declared a fiscal emergency for Harrisburg and says he has some possible candidates in mind to step in as the city's financial adviser. The move comes just days after he signed legislation that would allow him to appoint outside parties to take over finances for distressed so-called "third class cities." Corbett, who appeared on witf' Radio Pennsylvania program, "Ask the Governor," says Harrisburg's run out of options since City Council failed to produce its own fiscal proposal. "The refusal of City Council to come up with a plan, other than declaring bankruptcy, it's illegal under Pennsylvania law for a municipality to declare bankruptcy," he says. "That's the act that they chose, so I think they're in violation of Pennsylvania law." Corbett says he wants to talk to potential financial advisers to see what can be done to help the city financially as soon as possible. City Council has 30 days to come up with a plan in the wake of the governor's declaration.
