(Harrisburg) -- In debt-riddled Harrisburg, city council, the mayor, citizens and state lawmakers are locked in an intense fight for the future of Pennsylvania's capital. The dispute is the result of the month-long struggle Harrisburg's government has been locked in to try to find an agreement on a plan to address its crushing $310 million debt caused by a botched trash incinerator refit. The situation took an unexpected and odd turn Monday when city council defied the mayor, the governor, and state legislators, and filed for municipal bankruptcy protection.
