Among the functions that would be shifted out of DPW is the licensing and regulation of personal-care homes and assisted-living facilities. (Harrisburg) -- All long-term living facilities, for seniors and younger people alike, may soon fall under one state agency. The departments of Aging and Public Welfare currently share oversight of the Office of Long-Term Living. But the House has approved and sent on to the Senate a measure that would create the Department of Aging and Long-Term Living. Crystal Lowe, who heads the Pennsylvania Association of Area Agencies on Aging, says the move makes sense.
