Midstate man in drug rehab charged with selling heroin

(Lancaster) -- A Lancaster County man has been jailed on charges he was selling heroin from a recovery center for drug addicts.

Investigators from the Lancaster County Drug Task Force say 46-year-old Carlos Rafael Almestica-Serrano had about $30,000 worth of heroin in his room at the Spanish American Civic Association's recovery house.

lmestica-Serrano's room was raided Wednesday. Police said they also found a digital scale that's commonly used to weigh drug transactions.

A task force detective said the suspect was selling the drugs on the street, not to other residents of the recovery facility.

Almestica-Serrano was charged with possession with intent to distribute and possession of drug paraphernalia. He was ordered held in Lancaster County prison on $250,000 cash bail.
