Businessman and bookstore owner Eric Papenfuse has been elected the next mayor of Harrisburg.

Papenfuse, a Democrat who beat incumbent Mayor Linda Thompson in the May primary, bested a challenge from Dan Miller, who also lost to Papenfuse in the Democratic primary but won the Republican nomination as a write-in candidate.

Thompson, who'll step down in January, is the first African-American and first woman to serve as Harrisburg's mayor,

A state-appointed receiver and his team are putting the finishing touches on a recovery plan for the city. It calls for the sale of a municipal trash incinerator as part of a larger deal that would relieve Harrisburg of about $350 million in debt attributed to the incinerator.
