NCAA says lawsuit over Penn State concerns rules

(Harrisburg) -- The head of the NCAA says the organization's need to enforce its own rules is part of the reason it sued over a new Pennsylvania law designed to keep the $60 million Penn State fine over the Jerry Sandusky scandal in the state. 

NCAA President Mark Emmert says it's important that the NCAA's members abide by its rules.

He says college sports will be "dramatically altered" if other entities are responsible for deciding what penalties are appropriate.

The NCAA sued Gov. Tom Corbett and state officials yesterday, saying a law enacted earlier in the day isn't constitutional.

Corbett's office says the law is "the right thing to do."

State and congressional lawmakers have objected to use of the NCAA fine to finance child-abuse prevention efforts in other states.
