Battle lines taking shape over PA highways bill

(Harrisburg) -- The battlefield is beginning to take shape for the upcoming push by Governor Corbett to enact a major transportation plan.

It's less than two weeks before the Republican governor is expected to outline a proposal for the state's roads, bridges and mass transit services.

One sticking point could be a move to link passage of a transportation plan with the privatization of state liquor stores.

The centerpiece of Corbett's approach to transportation funding had been a $1.9 billion increase in gas taxes. It's unclear whether that'll change, or whether opponents will be able to defeat it.

Another contentious issue may be whether money for mass transit will be packaged with spending for roads and bridges.

Corbett also may want to end Pennsylvania Turnpike payments to the Transportation Department.
