2013 brings new PA laws on social issues, others

(Harrisburg) -- New Pennsylvania laws that take effect in the coming days toughen penalties for underage drinking, mandate training for school workers on recognizing and reporting child abuse, and require more humane methods of animal euthanasia.

Also, an expansion of the state's law governing games of chance took effect on Christmas Eve.

It'll allow new games for fundraisers by fire companies and other nonprofits, including 50/50 drawings.

Workers and employers are in line to see contributions increase to the state's Unemployment Compensation Trust Fund, and another new state law requires contractors on public works projects to make sure their employees are legal residents of the United States.

New Pennsylvania voting rules for servicemen and women and other Americans living overseas are meant to be simpler.
