The all-Republican Board of County Commissioners voted Thursday to advance the proposal introduced by Commissioner Haven Shoemaker. If the proposal is approved, Carroll would join Frederick and Queen Anne's counties in adopting such a policy.
The proposal would require all official actions and statements to be in English. The 2010 census found that less than 2 percent of Carroll County's population is not fluent in English.
Shoemaker and Commissioner Richard Rothschild say the policy would encourage immigrants to assimilate.
But county resident Judy Smith says the proposal reflects bigotry and is a waste of taxpayer money.
